MassHealth is bringing back referral requirements you haven’t needed since 2020.

MassHealth has updated referral requirements for services covered under the Primary Care Accountable Care Organizations (ACO) and the Primary Care Clinician (PCC) Plan. As of August 1, 2025, home health services are now exempt from referral requirements under these plans. This change is intended to streamline access and reduce administrative barriers for MassHealth members needing home health care. During this week's stakeholder call, MassHealth announced the Bulletin will be released in a week or two.

Earlier this week, HCA met with MassHealth and CHIA regarding the newly added supplemental cost report data being asked of Home Health and CSN agencies.
